Every soul is subject to superior powers; because there is no power that does not come from God; and the powers that are are ordained of God.
Therefore whoever resists the power resists the ordination of God; and those who resist will bring condemnation upon themselves.
For magistrates are not a terror to good works, but to evil ones. Wilt thou then not fear the power? Do good, and you will have praise from her.
Because she is God's minister for your good. But if you do evil, fear, for he does not carry the sword in vain; for he is God's minister, and an avenger to punish him that doeth evil.
Therefore it is necessary that you be subject to it, not only by punishment, but also by conscience.
For this reason you also pay taxes, because you are God's ministers, always attending to this very thing.
Therefore, give to each one what you owe: to whom tribute, tribute; to whom tax, tax; to whom fear, fear; whom honour, honour.
